The development of the female entrepreneurship is one of the significant activities of many states. The reason for this is not only the desire to ensure gender equality but also to increase GDP through the involvement of women in entrepreneurial activities. These circumstances necessitated the formulation of the problem of the governmental support for women
entrepreneurs as small and medium-sized businesses. Following global trends, Russia is taking the first steps to develop a policy of state support for these subjects; at the level of individual regions of the Russian Federation, separate forms of support for women entrepreneurs are being introduced. The aim of the research paper is to contribute to the establishment of a uniform governmental policy for the development and support of women’s entrepreneurship, including the criteria for classifying women entrepreneurs as small and medium-sized businesses. Methodology applied in the research paper is based on the analysis of international, foreign and national legislation; criteria are proposed for classifying women entrepreneurs as small and medium-sized businesses. The results of the research could serve as the basis of the governmental policy for the development and support of women’s entrepreneurship, including the criteria for classifying women entrepreneurs as small and medium-sized businesses and special forms of support of these subjects. The conclusions made by the authors could be used in
law-making process and as a basis for a further research in the field of women entrepreneurship.
