Abstract. The relevance of the topic is due to the incomplete implementation of the Family Policy Concept and the need to think about unrealized opportunities. The author analyzes the measures taken and legislative initiatives in the context of family development trends and the declared goals of family policy. The importance of clarifying concepts and statistical indicators both in departmental statistics and in Rosstat is emphasized to discuss proposals that are related to family policy and to substantiate legislative initiatives. The dynamics of individual indicators of the well-being of Russian parents are presented based on data from the Russian Monitoring of the Economic Situation and Health of the Population of the National Research University Higher School of Economics for 2004, 2013 and 2022. It is shown that from 2004 to 2022 in cities, the proportion of both fathers and mothers who are satisfied with their work in general, wages and opportunities for professional growth has increased. The proportion of fathers who smoke has decreased. For smoking mothers, this indicator remains unchanged. The proportion of fathers and mothers who drink alcohol has not changed. At the same time, the proportion of both fathers and mothers satisfied with their lives has increased significantly. Married parents were more likely to report their satisfaction with life.
According to the data, unmarried divorced fathers and widows with children are less likely to be satisfied with their lives. Promising directions of family policy are presented. These include the development of mechanisms for the implementation of the right to free medical examination of those entering into marriage, the promotion of family mediation, the legislative establishment of joint physical custody of children, and the creation of family courts. It is important to regulate and provide financial incentives for the participation of grandparents in the care and upbringing of their grandchildren. A systematic approach to family policy involves feedback, that is, understanding the opinions of various social and demographic groups of citizens about upcoming innovations. Legislative activity in the family sphere needs to be justified, including on the basis of special sociological research. Such projects could be regulated by a federal structure for coordinating initiatives and practical measures related to family policy.
