The article is the first to conduct a gender analysis of agency based on the World Values Survey. Comparing the level of agency development of women and men in Russia in world comparisons, the study aims to determine what impact financial, human, social and psycho-emotional capital and other factors have on the development of the agency of Russian women and men by constructing logistic regression. It is revealed that Russian women, despite the high level of education and participation in paid employment, have a low level of agency, which is not comparable with the level of gender inequality in the country. The main factors that reduce the agency of women are the low level of development of social capital and gender imbalance in the distribution of household work.
